OPENING REMARKS BY THE PRESIDENT OF THE NIGERIAN BAR ASSOCIATION (NBA) AT THE WORKSHOP ON THE VALIDATION OF THE STANDARD OPERATING PROCEDURE (SOP) FOR LEGAL OFFICERS AND HUMAN RIGHTS FOCAL POINTS IN THE NIGERIA POLICE FORCE (NPF)

1. It is an honor to deliver the opening remarks on behalf of the NBA, at this critical workshop focused on validating the Standard Operating Procedure (SOP) for Legal Officers and Human Rights Focal Points in the Nigeria Police Force (NPF). This workshop marks a significant step forward in our shared goal of enhancing police accountability and ensuring that human rights principles are embedded in the police force’s daily operations.

2. I want to extend my gratitude to the United Nations Development Programme (UNDP) and the German Federal Foreign Office (GFFO) for their unwavering support and commitment to this project. Your investment in building a more accountable, professional, and transparent police force is invaluable to the broader efforts of reforming Nigeria’s law enforcement institutions.

3. The “Supporting Police Accountability and Transformation” project comes at a pivotal moment for our country. Over the past few years, the call for reform in policing has become ever more urgent, driven by a combination of public demand for greater accountability and a recognition of the need to build a police force that operates within the bounds of the law and respects human rights. The Nigerian Bar Association has always advocated for a police force that not only enforces the law but also operates as a defender of the rights of the citizens it serves.

4. The development of the Standard Operating Procedure (SOP) for Legal Officers and Human Rights Focal Points is a welcome initiative in this regard. By creating a standardized framework for police officers who are tasked with upholding legal and human rights principles, we ensure that the actions of the NPF are guided by professionalism, transparency, and respect for the rule of law. This SOP has the potential to serve as a cornerstone for improving police operations, fostering trust between the police and the communities they serve, and ultimately transforming the entire law enforcement landscape in Nigeria.

WHY THIS SOP IS CRITICAL:

5. A key aspect of any successful institution is operational efficiency. With clear guidelines in place, legal officers and human rights focal points will have a reliable framework to follow when handling sensitive cases. This will help to minimize errors, enhance decision-making, and ensure that officers perform their duties with consistency and professionalism.

6. One of the most important responsibilities of law enforcement officers is to protect and promote human rights. By integrating human rights principles into the standard operating procedures of the police, we are making a strong statement that no citizen should be deprived of their basic rights at the hands of law enforcement. The SOP will serve as a vital tool to remind officers that upholding human rights is not only a constitutional duty but a moral obligation.

7. Accountability is the bedrock of trust between law enforcement agencies and the public. Through the SOP, we can ensure that officers are held to a higher standard of responsibility in their interactions with citizens, particularly during arrests, detentions, and interrogations. The SOP will guide officers on the proper steps to take when dealing with allegations of misconduct or human rights violations, ensuring that justice is served and public trust is restored.

8. Legal officers within the NPF are integral to the proper functioning of our justice system. Their ability to understand and navigate the complexities of both criminal and civil law is crucial in ensuring that police investigations are conducted within the boundaries of the law. The SOP will act as a key resource for legal officers, providing them with the clarity needed to perform their roles more effectively.

9. As we gather today to validate this SOP, it is important to recognize that this is not merely a procedural formality. We are actively shaping the future of policing in Nigeria. This workshop represents an opportunity for us to engage deeply with the provisions of the SOP, offer constructive feedback, and ensure that the final document meets the highest standards of professional excellence.

10. As lawyers, human rights advocates, and stakeholders in Nigeria’s justice system, we must approach this task with the seriousness and commitment it deserves. Our role here today is to critically examine this document and provide insights that will contribute to its effectiveness. We must ensure that the SOP is practical, comprehensive, and adaptable to the realities of modern-day policing in Nigeria.

11. The Nigerian Bar Association remains committed to the ongoing efforts to transform and professionalize law enforcement in Nigeria. We are proud to be a part of this important project, and we will continue to advocate for policies that promote accountability, human rights, and the rule of law. Our collaboration with law enforcement agencies, civil society organizations, and international partners like the UNDP and the GFFO is critical to ensuring that the gains we make today will be sustained in the long term.

12. We would like to once again commend all the stakeholders involved in this important project for their dedication to improving police accountability in Nigeria. We encourage all participants in this workshop to engage fully in the discussions and provide valuable input that will enhance the final draft of the SOP.

13. We look forward to the outcomes of this workshop and to the implementation of a robust SOP that will significantly improve the professionalism and accountability of the Nigeria Police Force.
