Every Nigerian has the right to seek medical attention anywhere within and outside Nigeria. However, no public official of the government of Nigeria shall be sponsored for medical checkup or treatment abroad at public expense, except in exceptional cases on the recommendation and referral by the medical board and approval of the Minister or Commissioner for Health as the case may be.
